Usave employees over worked without remuneration

Good day, Good Afternoon, Good evening. I am writing not for customer services, but as a matter of concern that I see in some of the usave retail stores. The labor act seems to just not be of concern to some of these retails. I wonder if other retails operate in the same manner. I see usave employees being exploited to work overtime without remuneration for such overtime. I have tried countless times to get an understanding of how the it HR department allows such exploitation without any causes of action to remedy the situation for its employees.
