no customer service but beggars service

At checkout,a guy that was standing at the entrance of shop,that would force to push your trolley to the car,suddenly came to pack my groceries in the packets. One of guys that's always roaming r around looking for change.No manager or supervisor was around to stop this guy. The cashier had nothing to say,which means it's a normal thing. This is the first time I have shopped at that store.
