US Embassy HR - Delayed Back to the office process after Covid 19

My child started working with US Embassy Consular section since 2019 until when the Covid 19 kicked in and they were told to stay at home, will call them in groups to go back to the office.as Covid 19 fade out.My child still waiting and have the work card and the duty rooster that was issued to them before they left the office.Is so confusing cause some are back to the office.It happened in 2023 that once received a call from work but couldn't communicate properly because of the poor network/reception due to load shedding, then decided to go to work to update the contacts towards the end of 2023 and they promised to call back.What is more confusing in this,is the delay and there is no letter received that is stating otherwise about the job status.Still waiting even though it's towards the end of 1st quarter of 2024 .
