I want my refund

In June I recieved a call from the company offering a cellphone, end of June they deducted the R600. 00 for the cellphone which I believe they said it's first the deduction then the delivery of the cellphone will follow. When I call two weeks later cause the was no communication they told me I do not qualify for the cellphone they were going to refund me me end July, which I belive it's a last day of the month, till to date I have not recieve my refund, when ever I call they are telling me they have excallated the matter to management, if not they are expiriencong loadshedding. I am soo in demand of my money and I want it.
