Take my money, but no result!

We appointed Urban Context (Hanno van Helsdingen) to apply for rezoning of our property during 2014. He was paid in advanced. Up to now no result! Tshwane municipality informed us that they received no application for rezoning of the property in question. Since the end of August he does not respond to e-mails, sms or phone calls from my office.
