Accomodation refund

Stellenbosch University owes me R4200. I app**** for my daughter to study there and they asked for a deposit of R5100 for the accommodation. They said should my daughter choose another University, she should send an email to reject the offer within 7 days and they will refund us with R4200. My daughter sent an email on the 21st of January, 2 days after she received their offer. I have been calling and emailing Stellenbosch for the past 4 weeks with no luck.
