Useless University

I graduated in 2018, without the use of bursaries and the varsity is withholding my certificate, claiming I owe nfsas R2000 all of which I did not sign nor agree to. To date its been back and forth email talks on who is supposed to be "assisting me" with no one stepping up. Its been hindering me from furthering my education with other institutions as it reflects badly upon my profile. Please help its been a three year squabble I thought would have been resolved by now.
