Offer expired without any explanation

So I app**** for my sister and she got accepted, the few days later "offer expired" now my question is how come they do not have a clear message are they not suppose to enclose timeframes on the acceptence emails! The sad part is that they are not contacted and they careless about us. Very disappointing institution.
