10% Handling Fee for returned goods

I bought a 5 litre tin of paint. When I got home I realised I do have enough paint and do not need the paint I just bought. When I returned the paint, unopened, within a week I was told that a 10% handling fee will be charged. My question is: Does this comply with the Consumer Act.
