Uninsured by Insurance company

I took a car insurance with Unity in April 2017, to date I have not received my insurance package plus the "Do not tow" sticker. The only thing I received from them was the email with the attachment of the insurance schedule.

When speaking to their consultants, they promised me that I will receive the said package within a period of 2 weeks, however, to date I have not received anything. Every time I receive the same promise, with no delivery on their side.

The last communication was on the 7th of August 2017, whereby the consultant said that the package will be delivered by their Courier service who will call me to confirm the place where I am at, so that they can hand deliver it. Today it is 2 weeks and 3 days later and I have not received anything no any kind of communication from them.

I am worried that should I unfortunately be involved in an accident, who will be liable for the towing charges - in case I am not able to speak or explain that my car is insured since it does not have the "Do not tow" sticker?

I have been paying for this insurance since April without fail, but I am not receiving any kind of service from them. This is really stressing.

Can I please get help.
