UPS not assisting with the delivery

My parcel was meant to have arrived a week ago. On the system, twice it states the driver attempted a delivery, however, I have been home on both accounts and there was no delivery. Secondly, I am told the samples cleared customs, but now they want to ask me to pay for items that have no value. I am emailed multiple times, asked to speak to a supervisor but not assistance.
