UPS equals Ultimately Pathetic Service

I am expecting delivery of an order from Amazon. I ordered spare parts for my paintball marker. UPS sent me an e-mail with an instruction to apply for a permit to import gun parts?? Clearly the paintball marker parts have been incorrectly classified. I responded to their initial e-mail a week ago - No response. I sent another e-mail two days ago - still no response. Today I called them. I've been shunted from pillar to post. Eventually some breathing on the other end, only to be put back to reception. I have now been listening to their lift music and very impressive marketing speech for more than 15 minutes!!!!! Not even the unresponsive agent's manager answers his/her phone!!
