unacceptable charges !!!

I have ordered something from India and they deliver through UPS.

The value of my purchase was less than R5000. I have proof of this ! I got a call today from UPS saying that I need to pay R6000 in order to receive my parcel? ?

I have RIGHTS as a consumer in South Africa. This is an insane amount which I will not pay. Is this how UPS works? Trying their luck on making money on customs taxes clearance?

I explained to the consultant that I cannot pay this amount. I want my parcel delivered to me as it's for religious reasons and I need it urgently. If not how do I take this further?
