Not supplying the required tax invoice

We have been trying for over 3 weeks to get a tax invoice from them for a payment made when we placed an order online. This should not be difficult and standard procedure, yet they continue to send an invoice for another payment we made and not the required one. What should we do to get them to comply with this very easy requirement? This is not the first time that we had this problem with them.
