No work time, just tea time

I purchased items from a company in Ohio, USA. They shipped same day (24th of December 2019) and the parcel arrived in only 3 day via Dubai. Excellent. Unfortunately this is where the excellence stopped. I was called to have it cleared through customs on 28 Dec and a delivery date of 31 Dec was posted on the tracking web page. I expected to receive the parcel and pay the duty by credit card to the driver. No, it doesn't work like that anymore. Drivers no longer have card machines (probably misused it) so the customer is inconvenienced. So I waited patiently for a call or a mail but nothing came. I checked again this morning and found that the package has been scanned 3 times and just left due to "duty and tax to be paid" still nobody attempted to call or email me. So I called them and at last got an invoice and a link to make an instant EFT payment. That was early this morning and since then that has been no update till now, 14H50, on the system other than it's DELAYED. I fail to see how UPS can get a package from Ohio to Kentucky to Dubai and then South Africa in 3 days and then everything just falls apart. Given the level of NON SERVICE in this country by every institution lately, I guess I shouldn't be surprised
