No response from UPS

One of our suppliers has sent a box with samples to us from Italy. The package has been held up by customs. I have attempted to make contact with customs, but can't get hold of anyone. When you phone the call center, they transfer the call, but none answers the phone after it has been transferred. I have held on for about 30 mins at a time, with no luck.

I need to know what the hold up is and what we can do to resolve it, as we need the samples for a conference.
