No parcel deliver

My friend sent me a parcel from united kingdom. After it arrived at ups they told me i must pay handling fee. After that it was penalty fee after all the money R40 000 and an email that states all money and fees has been paid 2 months now i still do not havr my parcel and they want more money again. They do not want to release my parcel and i do have a email that states no moneys outstanding...please help
