No delivery from the delivery company

A parcel was bought online and delivery to be done by UPS. Parcel tracking was done and after stating the parcel was delivered there was no sign of it. After repeated communications with the UPS team it was noted that the parcel was delivered to the incorrect suburb! UPS promised to recollect the parcel and deliver it to the correct address - I have made numerous phone calls with the same promises and still no parcel....
