Charges for a document that does not attract customs

UPS , Kempton park UPS wants more money to release a document, since when does a document attact so called customs and taxs of R348.75 ZAR. Just to compare, I recieved a document exactly the same via DHL late last year and there was no issue, was delivered without any problems whats so ever. This was not the first time using ups but it is most certainly the last. Please be careful who use, make sure its not ups. FedEx and DHL are much better and oddly enough even the South African post office with small commercial parcels from abroad was factual and efficient. Ups may contact me further if you like.
