Cannot get a tax invoice with our VAT number

We have been requesting a tax invoice from UPS since the beginning of November 2017. They cannot provide us with an invoice with our VAT number on. I keep on being put through to someone else but NO ONE in the entire company can help me. Billing says its the COD department and the COD department says its the billing department. Absolutely USELESS!
