Bad courier services

Made a purchase at yoox.com on the 21st and on the 29th of August and Ups still hasn't delivered my parcels they called to tell me that I needed to submit my importers Code and I Sis but when I track my order it keeps saying held at warehouse there is no progress what's so ever and the parcel is supposed to take 3 to 6 working days
