Not safe student accommodation

The safety with their student accommodations in Westdene, Johannesburg is atrocious. Had 2 laptops taken from my room while I was not around for the night and then went on to find out that all the cottage keys open each other as they have the same locks. How all doors can be opened with any tenant's keys and that Is called safe??? I don't understand it one bit.
