Why my application not going through, I WANT TO REGISTER

Unisa is the worst when it comes to attending learners and their grievances, I have long a app**** to do a bachelor's course after I had done my higher certificate but my application says "Your application for admission will only be finalised once your outstanding results are available" which I don't understand since I finished my high certificate last year 1st semester and I really want to register when I call *** all they did was to put on 30 mins hold and hang up for the past 2 works now the call no longer goes through it keeps saying user busy
