Unisa Does Not Comply With Their Refund Policy and Does not Respond to refund requests

I have already sent 2 refund requests to Unisa and not once have they bothered to respond. 15 days have passed already and yet no refund and no feedback from them regarding my refund follow. All fees for the year have been paid for in full and extra so why can't I get my refund ? I urgently need those funds.
