No service

Last year i did my application online and paid with my credit card on the same application. I got a letter in the mail that i still need to pay my application fee. I tried to email my proof to the email provided on the letter but it keep returning undelivered. This year on registration I got a message that I did register last year and need to fill a form Applications Return which I did but the email *** returns mailbox full. Can it be this hard to start studying? I hope their study help and support are much better than their admin support!
