No response from e-mails or sms

Hi I sent a mail to finance on the 05 Jan 2016 and still no reply, i am trying to register but it shows outstanding fees, I have sent a proof of payment for an amount of R250 apparently outstanding since 2008. But every time i try register is says fees outstanding ( which is wrong) i just want to get hold of someone that can correct this so that i can register. The numbers ***/2441 just rings and rings.
