My refund since March has not been paid

I app**** for a refund on the 7th of March 2015. I have not received it. I have been visiting the branch since and the gentleman at the finance department has been not been helpfull and says there is nothing they can do. I have been phoning but no one picks up. The service has been traumitising to put it mildly, I no longer have funds to go to them or phone them.
