Lazy lecturer refuses to grant me certificate

I was supposed to have received my certificate from the Center of Business Management because I qualified with the September candidates. But because of lazy people who don't want to do their jobs they didn't mark my assignment so the results show a 0 mark for the portfolio which counts 50%, I enquired with the admin people and the lecturer in July when the result came out but to date no one can say anything valuable, the blame is being shifted around, I have begged and pleaded with the professor on duty and she always acts like she's doing me a favour, doesn't respond to emails, I owe then nothing, I paid the entire R18000 for the course. The CBM people r really the worst people u can find, they r so undermining and rude and refuse to do their job.
