Irrated "want-to-be" student

I have app**** to unisa on the 23rd of October 2019. 3 weeks thereafter I called in to check on the process of my application. I was advised that it takes 6-8 weeks to review an application. Last week Thursday, the 9th, I called in to the Parow, Cape Town branch to follow up on my application. I was then advised that my application fee was never reviewed due to non-payment of the R110 admission fee. However, on the 23rd of October, the day I submitted my application, I emailed Unisa with my proof of payment. On the 9th of January after I followed up, I once again sent my proof of payment and up to date I still haven't received any feedback from Unisa. In December they didn't have the registration fees available for 2020. How is this possible? How is it possible for individuals to pursue their studies when they aren't equipped with the correct information? Some of us rely on bursaries. These bursaries have cut-offs. And only a certain number of individuals are allowed per course. What if my application is processed too late due to the negligence of others and I'm not allowed in this semester? It is now 12 weeks later with several follow ups and absolutely no response or outcome!
