Extremely Poor Administration Service

It has been 3 weeks contacting Unisa to try to get a simple confirmation letter after making numerous calling without getting help .I decided to visit the university to my surprise they said only 1 person in the entire university does the letter and he was off that day . I was given an email address *** i have been emailing this person everyday with no response . What must i do ???? What kind of service ????
