Denied to study

The goverment should do something regarding some institution like unisa how can one be denied an opportunity to study how can you apply for for more than 2 years and always the answer you getting is qualifications over enrolled .space not offered for once I understand but same answer for 3 years is no what is a head of department doing or planning you cant deny me a right to study i meet your requirements than what is your problem ....someone assist MIKE ***
