Completion of Certificate - Failure to deliver

It's been almost a year that I have completed my short course with your institution and I passed yet I'm tried so many email follow ups yet there is no solution. How long will regional visits take for my certificate to get to me. Apparently now for your convenience we as students can courier on our behalf. Even this has no response after I enquired how to go about this. Very poor service for a big university like you.
