Bad Response and incorrect information

I registered in January for 1st and 2nd Semester and made full payment for the whole year's worth of courses.

My course material arrived VERY late and was un-prepared for the exams. In July i was offered a new job in Pretoria that would have me in training and travelling until end of November.

I tried to call Unisa and got no response, the cut-off for refunds was dated as the 18th August. I ended up sending an e-mail with the refund form on the 18th August explaining that i need a refund for the cancelled 2nd semester course, as well as a refund for half the fees of the year course as i would no longer be able to commit to studying with the training i would be undertaking in my new job.

I included the refund form, my proof of payment as well as proof of registration. Mind you, i also paid for a student card that i have yet been able to get because the times the person is available is when i am at work, which means i also needed to get refunded for this.

I only received intermittent responses, and only once i queried them and started cc-ing irrelevant departments. The 1st response was that i did not attach poroof of payment, i then resent the initial email so they could see the date. A week or 2 later, i sent another mail to query the no response. and still nothing, again.

My final straw was the response to my query requesting a response and was told according to my accounts and their system i do not qualify for a refund. However, they are unable to respond as to why i cant get refunded on payments already made for cancelled courses. The fact that they only saw this message after the cut ff dates has nothing to do with me.

Only once i made an indication of escalating the matter was i given the last answer.

This is not good enough, how do i pay for a course i cancelled? Mind you, in this whole time, i have tried calling every single number and im either put on hold for more than 30 minutes and eventually cut off or it doesn't ring at all.
