Denied proof of residence

I went to Umzimkhulu Municipality to ask for a proof of residence since I am from Umzimkhulu. To my surprise, the receptionist refused to give me because 'I don't vote'. In the constitution, no one is compelled to vote and it's not a mandatory. I was completely shocked and I never got it.
