Denied Licence disk

On the 30/06/2015 at 12:15 I went there to renew my licence disk. The lady at the counter took the letter and the money and then printed what looks like the disk letter but without a disk and told me to go to the magistrates because I had a warrant of arrest for outstanding traffic fines. When I got to the magistrates office I was told they were on lunch and waited outside till 14:00. When they re-opened they told me there was nothing that they could do and that I must go back to the municipal office as they had to print the fine I had to pay. When I went back to R/Bay municipality they told me they were closed and I should return the following day. I did return and on that day I was sent to Empangeni municipality where they attempted to help me but also said my problem should be solved in R/Bay as I was registered there. Back I went to R/Bay to then be told my fines were in Jhb and that I must go to the municipal offices in Gauteng to enquire. And then come back to R/Bay when they had cleared my name. At this stage I have no licenced disk. Now, at whose expense am I going to make these trips? What about my job? And how do I travel with an unlicenced car?
