Terrible municipality

i bought a house in 2014 from mpofane municipality, when the transfere was completed I went to uMgungundlovu to open water account.when I got there I found out that the property is owing R30 000.00 water account. I enquired and the told me it will be sorted out as the tenant was theirs and he works for them. I was asked to write a letter under my company letterhead to stating the situation and I did, I then went back to mpofana municipality to try and sort that problem out. I was assigned to Mr Ngubane who is in charge with the accounts of water , I then communicated with him and he promised to help me out. I sent him several email but never received any response from him. now I don't know who to speak to about this matter.
