legal actions

I enrolled for a diploma in clinical nursing science,health assessment,treatment and care in 2012 and completed in 2013. All my fees were supposed to be paid by the department of health.I had to pay a certain amount for my results to be released, which I did and I got my results and was able to register my additional qualification with SANC. Now I received a letter from UKZN demanding that I pay an amount of R5818.94 and that they will take legal actions if i dont pay immediately. I need someone from UKZN to explain why do I have to pay this amount as I have mentioned that my fees were paid by the department of health.
