Finance Departments who think they run universities

I have offered a proofreading and language editing service to several local and international universities for the last 10 years. I was asked by a Professor at UKZN to apply to be a provider so that he could continue to use my service as he prefers. I did so in January this year and got no response. I contacted the finance department this week to follow up, six months later. It seems the finance department thinks they run the university and approve who provides support to the Academic Heads. My application shows that I am a sole proprietor acting in my personal capacity - they want my BBB-EE certificate...!!? :P Not to mention my VAT Certificate...blah blah. No wonder the provision of education and standards being achieved in the country by international comparison are atrocious.
