failure to disburse student funding

I completed my MCom at UKZN in 2014 and graduated in April this year. However, My degree was not issued as my student account reflected an outstanding balance. This was due to the debt incurred as a result of my registration for a Master of Social Sciences degree in the second semester at the same university. This came as a shock because I did not owe the university for my MCom, neither for my new Master of Social Sciences degree being enrolled. The university offered to process financial clearance to ensure that my Master of Social Sciences degree was fully paid for through their internal funding system linked to the NRF. I was later informed that my student account is billed for my studies since I did not qualify for a university funding because my Mcom was also paid for by the university through this funding mechanism. However, this information was only communicated to me after I have registered for my Master of Social Sciences degree. If I knew from the beginning that this was the case I would not have registered for my second masters degree.
