Unfair service

I done a quote and the car was unlimited kilometers with Hertz but unfortunately was fully booked and the money was refunded. Rental cars sent me another quote and i called Bidvest to check if its unlimited but was advised that they can't check on their side because its under the agent. I took it for granted that its unlimited and make a payment. I only noticed the day I supposed to fetch the car so didn't fetch the car. Bidvest didn't charge me for cancelation then Rental cars why is not refunding my money.
