Appalled Customer!

I'm so appalled with the service from this Municipality!!! It feels as if employees are forced to work here or they are perhaps doing someone a favor by rendering the service especially Sandisiwe Duma in particular. I have been sending her numerous emails regarding the refund I have requested, she doesn't bother replying and when you call her, the response you get from switchboard is " she doesn't speak to customers over the fone Sir!" So can she at least respond to the customer's emails or is she not coping or is she that ***********?? ??

Ugu Municipality has to do something about this individual whose service is just pathetic!!!
