Frustrated parent UCTOHS

My daughter is in grd 8 and I'm struggling to get information from UCTOHS on how to register her with the Department of Education..I'm really frustrated as they are not answering their phones and the information that they are giving me on email is not clear.Can someone please assist me ? According to the Department of Education they cannot register a child if she's doing online school,they only register if the child is taught by his parent.So I have been struggling to get a way forward from the school but I'm not getting help at all .I have send them emails from GDE but no one is responding.
