Missing safety bands in two tyres

My wife booked in Jeep Patriot 811 PPM GP for tyre replacement around November 2014, Mr Lesley ordered his worker to take the two tyres to another branch as they did not have the key to unlock the safety bands in my magwheels. It was noticed when we went to fix the tyre in December 2014 at Limpopo while on holiday that the two tyre's had no safety bands of which I requested that all four be checked. Only two tyres had a safety bands . On our return to Port Elizabeth, I went with my wife to see Mr Lesley and notified him about the two missing safety bands of which one of the worker confirmed that my wife specified that the tyres have safety bands and when they tried to open the tyres they could not take out the safety bands hence the tyres were taken to another branch for fitment.
