3 weeks to get treatment for broken jaw

My brother has a broken jaw. His face is badly swollen and he is in excruciating pain to the point where he can't sleep. He spent an entire day at Tygerberg Hospital just to be told he can only be operated on by 13 April which is the first available date. They gave him weak pain medication and nothing that would prevent infection. I cannot understand that these nurses and doctors go into this profession but seem to have zero sense of urgency to assist a patient who is obviously in need of urgent medical attention. I get its government but that doesn't mean that the patients should be treated any differently to the private hospitals' patients. I am utterly disgusted and disappointed in Tygerberg Hospital, I highly doubt the staff there would want there own family members to wait so long and suffer in pain.
