Tums CoT meters don't do refund when selling your property

If you sell your house and you have a credit on the Tums meter account, you donate the credit to CoT because they are not able to refund the credit to the owner according to CoT .That is not correct in terms of the consumer act and we never signed any contract confirming this kind of donation to CoT. In terms of the consumers act I have a right to a refund but CoT don't adhere to this and should be hold accountable for not adhering to the consumers act.
