Struggling to get My Certificate

I'm really disappointed with this College, I have been applying for my certificate since 2012. I even went to Department of Education thinking I will be helped but they said my College should apply for me they can't do anything to help me. When I go to Tshwane South College they always tell me they will look to my matter and call me,but they have never called,and when I send emails they don't reply. I don't know what to do anymore, because I can't get a job because I don't have certificates.
