Poor service from administration department

Have app**** for a diploma for the past Five years ,every year a get a different explanation first I was told that the delivery car was hijacked, following year the students burned the car with our application inside third year it was a strike ,fourth year car was burned down , Firth year delays in department of higher education,again two weeks back I went to check they will do a follow up I'm still waiting or maybe I should wait for five years again.
