I caanot get my certificate

I was enrolled at TNC doing an HR management course which is now completed. I wrote my last exam in June 2017. I am still waiting for N6 certificate which i cannot get because every time I go there they tell me a different story. the last time I went there 2 weeks ago I was told I need to apply for it. That doesn't make sense to me, the school is responsible for that. they need to make sure that upon completion I get my certificate. Why should I waste my time going there and then when I get there I'm being told different stories? I don't owe them any money and therefore as a school I expect them to play their part and make sure I get my certificate.

this whole thing is annoying because it consuming my precious time, I have to take off work to go there for nothing.
