Help my brother to get his N6 certificate

My brother passed his N6 and he is struggling to get his certificates.They told him to apply for the certificate which I don't understand cause I myself went to a college after my n6 I got my certificate without applying for it.He did all that and they told him they will contact him after a month,they failed to do that and we've been calling and doing the follow up without winning.My brother is missing internship opportunity because of that.He went to the college 3 weeks back and the told him to go and apply for a certificate to department of education,so I want to know and need your help for my brother to get his certificates and is that a process of every N6 students to apply for their certificate or is only my brother.

Please help
