Help my brother to get his certificates

Help my brother to get his certificates I have a brother who attend the college from 2016 and passed all the levels and he didn't receive his certificate.we have been communicating with them regarding this matter and went to school to ask about this matter and the guy by the name Maleba was nothing but pain,he didn't show any interest on helping us and he said that we need to wait for 5 years to receive the certificates after that we were arguing about that and he told us to go to Department of Education and told us that they can't do anything about it,his office is full of statements lemme say information of the students all over the place and he doesn't care. Then we took the matter to principal to report his fellow worker and asked if he knew anything regarding this matter he said yes and by the look of things he didn't do anything about it and he promised to resolve this matter but o don't trust hi

Please help to resolve this matter and enough is enough my brother missed two internship opportunities because of this issue.
